Funding of Indemnity Scheme

Hi all,


Hong Kong is preparing for the implementation of title registration.  Setting up of an indemnity fund is one of the key features.  We are researching on how the other jurisdicstions are operating the indemnity fund schemes.  I should be most grateful for your advice on:


(a) the funding arrangement when the indemnity scheme commences i.e. by imposing a separate levy, by absorbing into registration fees or by separate funding from the government;


(b) whether any subsquent change to the funding arrangment when the scheme progresses e.g. collection of levy or fees ceased when the fund accumulated to a certain level.
