Description

Abstract:

The polygon coverage shows the Property Identification Code (PIC) and Property Name for the parcel/s of land or geographical locations.
It is a mandatory requirement for owners of an identifiable property with livestock to have a PIC registered for that property.
Livestock Regulations Section 32(1) states:
The owner of an identifiable property must have a PIC registered for the property.
An identifiable property is a property that keeps any of the following livestock:
Alpacas, buffalo, camels, cattle, deer, goats, horses, llamas, pigs, poultry, pigeons, sheep.
Regardless of the size of the block of land or property or the number of livestock or even if they are pets, if livestock is being kept then a PIC is required

Data Quality

Lineage:The boundaries in the coverage were originally captured by means of making a join between the LAISKEY field of the original PIC Pastoral database extract of May 2012 and the LAISKEY field of the NT Cadastre dataset of May 2012 provided by the NT Land Information Systems, Department of Planning and Infrastructure (NTLIS). In some instances, the parcels needed to be split to accommodate for multiple PIC registrations on the one cadastre parcel, the NT DCDB Road Centrelines and Rivers Lakes line datasets - downloaded from ILIS MAPS (Integrated Land Information System) - were traced to create the PIC property borders inside the parcel.
Ongoing editing and creation of PIC properties will be done by means of online editing and copying and pasting from the Digital Cadastral Database of the Northern Territory (dated at the time of the editing) in the NTLIS Weave web mapping application.

Positional Accuracy:Most of the PIC boundaries are associated with land parcel boundaries, which vary in accuracy. The accuracy can range from +/-3 to 1000 metres, depending upon the remoteness of the survey from major towns. In case the boundaries of the PIC property differ from the cadastre the polygon is created manually online via the NTLIS Weave web mapping application. Its accuracy can range from a scale of 1:20000 to 1:2400000.

Attribute Accuracy:The attributes are sourced from internal resources.

Logical Consistency:ESRI ArcGIS ArcInfo GIS package was used to check the topological consistency. It ensures any errors are detected and all polygons are closed, nodes are formed at intersections of lines and there is only one label per polygon. The same package was used to split up some PIC property polygons.

PICA Property Identification Code or PIC is an eight character code allocated by Animal Biosecurity Branch, Department of Primary Industry & Fisheries (DPIF) or equivalent authority in other states/territories to identify a property where livestock is kept.

In the Northern Territory PICs begin with the letter T, for Territory, followed by 3 more letters, followed by 4 numerals. Eg TCDG0066

The PIC is permanently registered to a specific parcel of land as described by the Lands Title Office. Upon sale of the property the PIC remains with the property, it cannot be transferred to another property.
Property NameName of the Property as it is known by Owner of land.
Pastoral Properties and Aboriginal Land Trust (ALT) are often listed as such.
Hobby farms/small farms are nick names relevant to the owner.
