Trower also acted as Registrar General, a function transferred from Melbourne. Trower's experience in land administration led him to design many pastoral areas throughout the NT to be opened for leasing between 1918 and 1920. He travelled with Dr. Gilruth from Hatches Creek to Lake Nash in 1918, and Gilruth was so impressed with the country, he authorised Surveyor Lindsay to inspect under contract. Trower left Darwin for Alice Springs in November, 1920 and then to Adelaide and Melbourne - the Journey took 4 months. His purpose was to inspect important features west of the OT Line. Work was carried out by Stokes under contract. His position was abolished in September, 1921 as a result of the amalgamation of the Lands and Mines Departments.
